How to wave a leaf?

How to wave a leaf more naturally, i.e. so that the lower part (spine) remains in place and the rest shakes? https://codepen.io/anon/pen/REReWK
I tried to change the origin, but it did not help, maybe I did it wrong? What is the best way to animate for such an effect?
