How to wake up a laptop connected to an external display without opening the lid?

Hello!
I moved from Mac to Windows (because the Mac is dead, and there is no money for a new one, so I had to buy a cheaper one), I don’t know much, I don’t remember.
I work with an external monitor, the laptop is usually closed.
If the MacBook is closed, connected to an external monitor, and a keyboard and mouse are connected to it, then to wake the Mac from sleep, you do not need to open the lid and press the on button, just press any key on the external keyboard.
But Windows does not wake up from sleep. Does not react. Is there any way to wake a Windows laptop from sleep without opening the lid?
The same is true for Ubuntu. Is it also possible to wake her up from sleep without opening the laptop?
Laptop: Dell Inspiron 5558.

And here it looks like USB is de-energized in sleep mode. How to set up sleep mode. In Windows, you have already written above. In the BIOS, you need to look at your BIOS and remotely, I will not help you with anything. It's not realistic to suggest anything without seeing a specific BIOS.

Until recently, I used my HP laptop in exactly the same way. From the sleep mode was displayed by pressing on the external keyboard, but from the hibernation mode (deeper sleep) it was impossible to display, except to open the lid and press the button.
I don't think I gave any special settings for this.
