How to virtualize x64 OS without hardware virtualization?

The host hardware does not know how to vt-x. How to virtualize 64-bit OS like Windows server 2016 and ElementaryOS 0.4?
Xen - the site says that Windows machines seem to need hardware virtualization.
Kvm - that's what kvm needs vt-x for.
Vmware - 64bit - only with vt-x.
VirtualBox is similar.
Qemu is incredibly slow.

LXD/OpenVZ try, but there will be only Linux. Otherwise, put side by side and use alternately.
