How to use VLOOKUP correctly in this problem?

The essence of the problem:
Substitute in table 2 the data from table 1 in accordance with the personnel number of employees using the VLOOKUP function. Based on the personnel number, the full name and date of employment column must be filled in.
I do, but it inserts wrong

1) You need to specify an absolute link to the data range so that the link does not float when propagating, i.e. like this:
$A$4:$F$33
2) VLOOKUP () looks in the first column, and you have numbers there, not last names. Those.
or you need to change the data (so that the first column contains last names ) , or search by number, not full name - then, by default, it will work faster)
