How to use the name of the area in the title?

I was interested in the question about the declension of the region in the title meta tag. Suppose that in Moscow there are three coffee houses in different areas:
- Kuznetsky Most
- Pokrovsky Boulevard
- Veshnyaki.
The question arose of how to write the title correctly and there are a couple of options:
First option:
- Coffee house on Kuznetsky Most
- Coffee house on Pokrovsky Boulevard
- Coffee house in Veshnyaki
Second option:
- Coffee house • Kuznetsky Most
- Coffee house • Pokrovsky Boulevard
- Coffee house • Veshnyaki
First option correct according to the rules of the Russian language, and the second version is more likely written for the PS. I tend to write the first option, but there are several thoughts that do not make it possible to unambiguously decide on any one option:
1) From my own experience, I can judge that I often look for places using the second option than the first.
2)If you write the title according to the first option, then the PS may not be able to determine some tricky name of the area when it is declined, for example, to distinguish "coffee house in veshnyaki" from "coffee house in veshnyaki" and / or if a person searches in the PS for the second query option, then, all other things being equal, the page with the first title option will appear in the search results below the page with the second title option and vice versa.
Who had experience with solving similar problems - which option to choose and why?

This question applies not only to a coffee house, but in general to all similar names when searching for something in any place:
- excursions in moscow || excursions moscow
- car service in Velikiye Luki || car service Velikiye Luki
- beach in Ostrovets || island beach
- etc.

In the search, the second option is more often used - without declension, but only if you believe the search engines, then the title should be "human". So I would lean towards the first option - with declension.
