How to use the maximum frequency of the video card all the time?

Hello.
GTX 970 from MSI works up to a certain load at a frequency of 1110 MHz, Furmark quietly keeps 1400 MHz.
How to lock the card on any load at 1400 MHz?

Here is an example, where both "states" are P0, only in automatic mode (0.16) the card gives out 1404 MHz, and in forced boost (0.0) in general 539 MHz.

It was decided by a competent BIOS setup.
