How to use the Amazon SES feature of 62,000 free messages?

Good afternoon!
62,000 messages per month for any recipient when calling Amazon SES from an Amazon EC2 instance.
There is such a conditional message in the Amazon SES rules. Where can I get more information and how can I use this opportunity? When connecting through regular mail programs, this condition will not be met?

The question is, through which app can I use SES to get my 60,000 free message limit? Note - I am unfamiliar with Amazon terminology and would like advice from a knowledgeable person for the first steps in using it.
