how to use tabula in python

My task is to parse a pdf file that consists of tables. Here it is: mrk-bsuir.by/files/19.03_0.pdf
I was told what can be done with tabula , but I still don't quite understand how. Can you please suggest how? Or perhaps some other options how to do it?
I ask you to throw off not only the names of the libraries, but also examples of using them for parsing tables. Thanks in advance to everyone who answers!
