Cloud storage has an API for this.
And there is software that supports the API.
If it's Dropbox, Google Drive - etc. - use their proprietary programs.
If this storage is available via the S3 protocols, OpenStack Swift - then use, for example, Cyberduck, a universal program for working with clouds.
If you have your own server - use Syncthing for example.
