How to upload an image to an email newsletter?

Can you please tell me how to insert an image into an html email?
They write about encoding the image in base64 - does it work?

Many ways:
1. Place on your server. In the letter, in img indicate the absolute address
2. Attach to the letter. In img specify a relative address
3. Encode in Base64.

works but not everywhere, for example it does NOT work in Gmail.
