How to upload a library to heroku via a link?

I need to update a library in heroku, but how do I do it?
This only works on the PC and in the console, but on Herokun I deployed via github and in the requirements.txt file this is not possible, or not?
pip install https://github.com/timoniq/vkbottle/archive/master.zip -U
