How to upgrade from an old Windows Server 2003 to a new Windows Server 2003?

The organization has 2 servers:
Server No. 1 performs the functions of a domain controller, AD, DHCP, DNS.
Server No. 2 performs the function of a gateway (VipNet coordinator).
Both servers have Windows Server 2003 installed.
In the near future, the organization will completely change the fleet of workstations. And I would like to start everything from scratch. Those. users first work on old workstations with old server #1. At this time, I set up Server No. 2 (domain controller, AD, DHCP, DNS) and "start" new workstations on it. When everything is ready, users are transferred to new workstations and start working with a new server.
At the same time, while I am setting up Server No. 2 for new tasks, it must continue to perform the functions of a gateway in the network.
In what order should this transition be made in order to avoid "conflicts" in the network.

The question is not entirely clear, but in a similar situation I would simply switch to another subnet. Was, for example, 192.168.1.0, the new domain would be set to 10.0.1.0. I set it up calmly, entered users and no conflicts with the old network / domain.

As for conflicts in the network, 2 points come to mind:
1. Another subnet (at least for the time of deployment of new machines, but if it doesn't play a role, then it's easier not to change it later).
2. Other names of workstations, think of how to name them differently (for example: ws01-<department name>). If you are deploying a new forest, then the names can be left the same, but always on a different subnet.

Why? I don't understand what you are trying to achieve.
You have:
1 forest
1 CD (where to failover?)
Old domain clients entered into the domain.
Are you commissioning new domain clients - do you want to connect them to your old AD instance, or are you talking about a parallel deployment of a second forest?
