How to update timezone database in php?

phpinfo outputs:

date/time support - enabled
timelib version - 2017.09
"Olson" Timezone Database Version - 0.system
Timezone Database - internal
Default timezone - UTC

Timelib version 2017.09 is confusing when there is https://pecl.php.net/package/timezonedb version 2019.3
PHP version 7.2.19, which was released on May 30, 2019, as far as I know. Why is there a 2017 time zone base?
How can you find out exactly what is being used and how up-to-date the database is?
Does anyone have php 7.3, how are things going with it? I can't check it myself yet.
