How to update the 1C infobase configuration?

Good day.
Successfully installed on linux 1c enterprise server 8.3.13...
Postgres databases.
For testing and practice, I unearthed the database with the old version of the configuration 2.0.66 I uploaded
the file "1Сv * .dt" from the file base and uploaded it to postgresql successfully.
Question #1 Given that the infobase is now on postgres (let's forget about the file one), how can I update the configuration? (didn't find manuals)
For testing, I purchased a vps with 1GB of RAM, the top indicators scare me:

KiB Mem :  1014992 total,    74984 free,   603068 used,   336940 buff/cache

Question #2 I understand that this is not enough, but what do you think for the comfortable work of the 1st user, what amount of RAM is sufficient?

@LollyFox

The server database is updated in the same way as the file database, the order is the same, but if the database is empty, then it makes sense to immediately install a new one, and not install old stuff and then suffer with updates.
