There is a set of files 2016-10-01.user.tgz and F2016-10-01.user.tgz.part1 - F2016-10-01.user.tgz.part200 how to unzip all this miracle?

Put all files in one directory, and then standard:
tar -xvf F2016-10-01.user.tgz
