How to unpack an archive bypassing the TEMP folder in Windows?
When unpacking archives, the TEMP system folder is used. Previously, the archive is unpacked there and from there it will be moved to the folder where I unpacked. If on the system partition after unpacking there is an instant movement within the partition, then after unpacking on another partition, for example "D", you need to wait after unpacking until it moves these files from the TEMP folder to the folder on the D partition where I originally unpacked the archive. When unpacking large archives, this takes a long time. Yes, an HHD disc. Tried WinRAR and 7zip archivers. Both use TEMP to unpack. How can I make sure that the archive is immediately unpacked to the destination folder, bypassing TEMP?

Try this:
Disable temp folder in WinRAR
Select the files you want to extract in the WinRAR window. Right click on them. Choose "Extract to Specified Folder". Choose the folder you want them to end up in. WinRAR bypasses the temp folder and dumps everything immediately into the folder you choose.
TEMP is not always used: Why do 7-zip / WinRAR unzip files to “temp” before...
What prevents changing the values of the TEMP / TMP environment variables? (See, for example, How to disable Real Time protection Windows Security via cmd?. )
