How to unload counterparties with contracts and goods from 1C?

I have a task to install two-way integration between 1C and Laravel. Integration is not standard. Because of this, I first of all began to search on the Internet, I found very little information. I decided to ask the community of 1C programmers.

Legal entities (Counterparties) in 1C are divided into two:
1) This is an LLC (LLP), they can purchase an unlimited number of goods without drawing up a contract, and they have one wholesale price.
2) Public institutions such as clinics and hospitals. Before buying, they conclude a contract, and then certain quantities of goods are attached to this contract, to this price. Depending on the contract, the price and quantities change. Public institutions can conclude several contracts immediately and after.
In total, we want to unload from 1C - attached goods and contracts to counterparties for government agencies.
Also unload the goods and the wholesale price for LLC (LLP)

Based on this data, accounts are created on the website in your personal account for the independent purchase of goods. After the purchase, orders are unloaded from the site in 1C.
Question: Should I first upload all the goods from 1C to the site, and only then upload contracts with contractors?

The answer depends on where you link the goods and their prices to the Counterparties. This can be done in the third batch of data, and then it does not matter whether the first egg or chicken comes first.
