How to understand what changes need to be made on the site to increase traffic?

Hello everyone) I own the site since 2012, since 2013 the design has not been updated! More precisely, I remember that the first version was made, and then half a year later they introduced a new version of the site , which still works.

During this time, I was able to achieve attendance of about 40,000 visitors per day, but recently it has all dropped to 20-25,000 per day. I would like to increase attendance. To do this, I understand that I need to change the site, cut the design, and so on. But I still don't know exactly what to change.

To do this, I think to whom it is better to contact, where to start the changes, redesign?

It’s also sometimes difficult to work with programmers, because you give a task, then troubles begin, so the site didn’t really improve.
