If you do not have supporting documents on the acquisition of the software, then its use is not legal. The sticker does not bother anyone, any check first of all looks at the documents for the acquisition: a purchase / sale agreement, invoices, payments.
You can use a previously purchased license for Windows, but the version and edition of the installed Windows must match the license. It is also desirable that the activation code matches. Usually, the inspectors do not look at what exactly is on the computer, if everything is in order with your documents, but theoretically they can check this too. On Win10, you can change both the release and the activation code without any problems, although I'm not sure about the OEM versions.
