How to understand the reason for blocking the RKN?
The question is already beaten in many respects, but I can’t really understand what is happening and how it is wiser to behave.
There is a VPS on it, the site is spinning, OpenVPN and mtproto-proxy. A few days ago I noticed that my site stopped opening and the connection to the proxy stopped going through. But only from a mobile phone (MTS provider). Interrogated friends. 80% have the same problems. From home and from work, everything opens normally.
However, there is such a moment. When moving around the city (Moscow), there are zones in which the connection is successful.
As a result, I can not understand the logic in any way. Do they have different bases or what? Why does it work here, but doesn’t work there even within MTS itself?
What is the easiest way to check all this and how to protect yourself?
The VPS provider seems to know how Ipv6. Will it help to avoid blocking (you need a VPN and a proxy, don't care about the site).
And another sub-question. How to understand that only this IP or the entire subnet is blocked?

"How to understand the reason for blocking the RKN" - no way, even a cat licking its scrotum has much more reasons for this than the RKN reasons for blocking everything in a row. The most likely option is that they blocked it because they found an mtproto proxy on it, under the far-fetched pretext of fighting Telegram.
Will IPv6 help to avoid blocking - most likely yes, because there are very few providers providing IPv6 in Russia, and those that exist most often simply do not bother with IPv6 filtering.
Enter the IP address of your server in the form https://blocklist.rkn.gov.ru/ If the site is indeed blocked, then the reason for blocking will be indicated there. If not, then you should contact the technical support of the provider that has problems.
