How to understand such a wording from the customer?

Hello. I took an order on a freelance exchange, the customer threw off the layout, which needs to be made up with a comment that this page will then "stretch on bootstrap mdb". How should this affect how I lay out the layout? Are there any fundamental differences? Also, what to do if the layout has icons that are difficult to get separately, as is usually done?

Strange requirement. It would be clearer if the customer said to use bootstrap mdb:
