How to turn off windows update 100%?

Good afternoon, I use a 3G modem, so I save every megabyte of traffic.

What is there and how it turns off in the top ten is unknown, because the test version, nothing can be said for sure.
Try in hosts -
127.0.0.1 update.microsoft.com
127.0.0.1 windowsupdate.com

In the preview version, it seems like you can't turn off updates - that's why it's a preview version. MS gives it to use for free, not to make the user feel comfortable, but to test their solution, including the update process.

turn off the update service and write in the host as advised.
