How to solve the problem with ports in Windows 8.1?

On Windows 7, all programs that use the Internet worked fine. And all the necessary ports were open when checking 2ip.
Now installed Windows 8.1. I check ports through 2ip - everything is closed. Even port 80.
Because of this, one program I need does not work.
What can block these ports? And what can be done to open them? Adding an exception in the firewall does not help.
