You can :)
1. Find the docks for network card implementation
2. Find out which register of which controller turns on and off the LEDs
3. Modify the network card driver :)
4. PROFIT!
It is possible that this functionality is already built into the network card - for example, for tests or for identifying it among several installed ones. In this case, it remains only to use it. The task is indeed non-trivial. Solvable, of course. But IMHO, the profit from its solution will not pay off with the time spent, well, unless you are a driver developer or you just have nowhere to put your time ...

Скорее всего нет, диоды подсвечивает что-нибудь типа аппаратного моста или чипа. Со стороны драйвера к ним доступа нет, вот если вы прошивку поменяете для карты, тогда скорее всего их можно будет отключить.

Можно поправить в драйвере, на уровне MII-интерфейса. Там есть несколько режимов работы со светодиодами, есть режим, когда можно просто отключить светодиоды. Но нужно редактировать драйвер mii карточки.

Учитывая, что ethtool -p умеет моргать светодиодом сетевухи скорее всего можно и сказать этого не делать вообще.

Я выпаял индикатор, там всего 2 ножки и на его место впаял перемычку сделанную из скобы степлера, без нее не работает. Если убрать время нагрева паяльника, то заняло минут 5).
