How to turn MODx Evo into a portal?

Hello. I was wondering if it's even possible to turn MODx Evo into a portal where anyone can add an article to the site? Googling, I found out that this CMS uses CSS + HTML, I didn’t find anything about PHP, but there was a blog in the demo version of the site. Is there a module, template or add-on to create such a portal?

Evo is outdated PPC, obsolete is not the right word. Better switch to Revo
