How to treat 403 Forbidden Apache when opening a link to a Vkontakte file?

I sit through vpn (addition to chrome Touch VPN), often issues 403 Forbidden
Apache. What to do?
I googled, didn’t find anything on the issue (googled weakly), changed the vpn country once - sometimes it helped, now I’ve gone through about 10 and it’s still the same.
There is access to the file, they threw it off in a conversation of which I am a participant, the file is a rar archive
