You need a radio receiver/transmitter.
Range and power are selected based on distance/data rate needs. Please note that most of the radio bands are the prerogative of all kinds of government agencies, and it is impossible to broadcast legally on them (and no one will give a license).
Look towards APRS - this is a global amateur radio network with gates to the Internet.
