How to transform an image on a virtual server?

There is a task to change images on the virtual server. Accordingly, solutions such as www.imagemagick.org/script/index.php
are excluded. It is necessary to resize, tilt and rotate images. Then save them on the hosting.
Question. How can I do that? Are there solutions in php? Or JS/jQuery? Canvas HTML5?
I would be grateful for tips. Googling and polling Yasha for an hour did not help. Everywhere imagemagick and similar solutions that require a minimum of VPS. But there is hope that this can somehow be bypassed :)

Stop. A virtual server is a VPS (Virtual Private Server). Maybe you still do not have a virtual server, but shared hosting? Otherwise, if you still have a virtual server - then the question is not relevant at all - take image magic.
