How to transfer video from an IP camera via 2G/3G/GPRS to the network for viewing from home?

Problem:
There is a dacha, construction is underway on it. Uzbeks are building, so control is necessary. Control is supposed to be carried out through external video surveillance of the site.
Dacha in the suburbs, there is no Internet except for mobile operators, therefore we work only with 3G.
From studying the materials of the network, I assume that I most likely will need a bundle from an IP camera and a router with a 3G modem. The question is:
a) how to broadcast a video signal to the network
b) how to view this signal from home (some kind of online service?)
c) possible pitfalls.
Alternative configurations are accepted, but I won't set up a separate server, because they'll screw it up))

PS If the stream cannot be transmitted, then let there be at least snapshots - anything is better than nothing ...

I think you should look towards any USB router that can install DDWRT firmware.
Next, configure dyn-dns (dynamic DNS, for example here: http://noip.com) which is configured for one or two times in this firmware, and the camera connection to the router, and port forwarding to the webcam in it.
In total, you should get simple, direct access to your camera through any browser.

Alas, it is unrealistic to get a live stream! Really only receive snapshots with a given period of time. This is due to the asynchrony of data transfer in 2G / 3G networks, it can be 1Mb / s to the subscriber, and from the subscriber it will be 9.6-36 Kb / s, almost a prehistoric modem :-( Yes, and the size of snapshots will also be small .
