How to transfer the project to local?

Hello. There is a site that is located on the server, there is Linux and other modules, like phantomjs, selenium and others (most likely).
The question is, how can I deploy all this on my own? I installed the required version of Linux on the virtual machine, but I'm confused how to install the rest.
Didn't deal with Linux at all.
Is it possible to somehow install everything that is on the server?

Option number 1: install the same Linux, all the same seleniums and so on, and configure them the same way.
Option number 2: learn in vargant or docker. At first it will be a little more difficult, but then it will be possible to issue a ready-made "package" to another developer, for example.
