How to transfer the mail.ru application to public?

Hello,
after the initial setup of the application for my mail.ru world, I can’t transfer it to “Public” or send it for moderation (the “Public” and “In the catalog” switches are not available). The receiver.html file has been uploaded, the site has been added.
They don’t add developers to the community, they don’t answer letters. Can anyone tell me how to send for moderation? Thank you!
