Tell me how to transfer terminal users from one windows server 2012 standart to another of the same.
there is no domain, users are simply created on the server and thrown into the remote desktop group.

If the passwords are known, then prepare a text file of the format:
TAB
And using the simplest batch file using the net user / add command, create new users.
You can get a list of users with the command:
wmic useraccount get name
If the passwords are not known, then as an option, create users according to the same scheme, with the same preset password. Or pick up passwords with some utility designed for this.
