How to transfer Putty file from windows to Centos7?

Can't transfer files from windows to linux via ssh

PSCP.EXE D:/Users/user/payments.rar root^Centos7:/var/www/html/

I can’t upload it to the folder with putty programs, because no administrator access. How else can you put in or pick up?
