pam_tally counter?

Doesn't let through ssh in gentoo
found in logs:
Pam_tally(ssh:setcred):Tally underflowed for user support
fatal: PAM: pam_setcred():Authentication failure
and what's for the service: rc-avpair ???
Let me know if I'm not looking there.
crux of the matter: does not let ssh through putty
