Completely WITHOUT service - practically nothing, someone has to listen to the network connection and someone has to connect.
At one time I used an application on my phone to generate and scan a qr-code, a similar application in terms of functionality on a laptop and desktop, i.e. the desired text is wrapped in a qr code and scanned by the target device, but it needs a camera.
A little earlier, since all devices are on the local network, I wrote an html5 + php application (5-6 lines or something) that saved and displayed the textarea and the save button on the page, i.e. opening the page anywhere you can see the last saved message, changing it and clicking the save button, it changed.
Now, for non-critical texts, I use telegram, creating my own channel and throwing links and messages into it that I can immediately open on any machine, and my passwords are stored encrypted and synchronized through keepass, it seems via dropbox or google drive.
