How to transfer local groups with users from the server to Active Directory?

There is a server on which there are a lot of local users and groups, is it possible to transfer this entire structure to active directory (users and computers). There are no problems with adding users and groups through the script, but how would I make it so that the "members of the groups" would be pulled up automatically? If possible, give links where to read, I found one utility SubInAcl.exe, which can possibly solve this problem, but the utility stupidly does not want to work.

First import groups, then users, so that only this order of membership is preserved

Dig PowerShell there you can upload and download data. I can assume that there is such an unloading.
