How to transfer information directly to another device?

I ask as a beginner cryptographer.
due to recent locks, restrictions and a general lack of elementary privacy, there is a need to transfer some data / text messages / files to specific people. in fact, you need the ability to directly contact a person located in another country. (without a white IP)
use third-party services that can block at any time the idea is so-so, in fact, you almost need to directly connect to another device and transfer information.
even more general information on the topic is of interest than specific examples, because exchanging encrypted PGP messages in any suitable service is an understandable solution.

What does "third party services" mean?
The Internet itself is a third-party service.
Connect directly - you come to visit and insert the wire directly into his device, then there will be a direct connection to another device without a white IP.
Or you make your white IP with your server of whatever, and let them connect to you before the Internet is blocked.
