How to transfer data between redmine servers?

I have two redmine servers. One, old, with data and new, empty. How to transfer all projects, users, etc. to a new server?

Make a backup of the database, on the new one you just deploy it.
You also need to copy the saved attachments from the public folder (it’s even easier, probably, the entire public folder).
And don't forget about the plugins folder if you have them.

Are the server versions and plugin set identical?
