How to transfer audio on a local network without delay?

The task is to stream audio over a local network so that it can be played on any smartphone without installing additional software.
As a solution, I tried to take vlc, set it up for streaming, removed buffering. I installed openserver on the same computer, and hung up a simple html page on which I used the html5 audio tag.
On the third attempt, everything worked, but there is a huge delay, around 7-8 seconds. How to minimize it? Or maybe there are some alternative solutions.

You need to start with https://ru.m.wikipedia.org/wiki/Icecast
If this is not enough then look towards professional broadcasting systems, but no matter how much you listened to radio from the Internet, it was 99% icecast.
