How to transfer a site on drupal 8 to a local server?

There is a website hosted. You need to recreate it locally under OpenServer (software versions are the same as on the hosting).
I make a backup of the file structure, dump the database, copy files to the local computer, restore the database from the dump, edit settings.php (database settings, adding a local domain name). I launch the site and ... the installation and configuration of the new site begins from scratch. What address in the url to type - redirects to /core/install.php

What am I doing wrong? Why is the site not opening locally? And how do you get it to work anyway?
There is no development experience on the eight yet, the portable site is not mine.

PS in the file structure archive created via the shell, there was no .htaccess file

Check your db connection, maybe cache, try incognito

with the 7th there was such a problem, run update.php
