When transferring a domain, it is impossible to change the administrator, this is prohibited by the Domain Registration Rules. The transfer of .ru/.рф domains has been carried out electronically using an Authinfo code for more than a year.
You first transfer the domain, wait 30 days and then change the administrator (by paper application).
If the administrator is no longer available, then the only option is to wait until the domain is deleted (30 days after the end of registration, on or after the free-date). Registrars have a service for ordering vacant domains. But keep in mind that if the domain is many years old, there is a TIC and links, then such a domain will be 100% ordered by domainers. So you need to have funds in reserve to increase the rate (from 300 to 99,000 rubles).
