How to track user position?

Kind time of the day
There is a task that PUSH would fall into the application when the user entered the radius of the point. And even if the application is turned off (which is the whole point)
(Ibeacon doesn’t suit me) I read a lot of
things, but I didn’t rivet the working code.
Can anyone share the code or know the lessons for this?
