How to track all user activities on a shared folder on Windows Server 2008, 2019?

Good afternoon.
Colleagues, please tell me, what tools can be used to track all user actions in a shared folder on Windows Server 2008 and 2019? Including: renaming, copying, moving, deleting both subfolders and individual files.
I would be grateful for links to manuals (preferably not to entire books "War and Peace"), especially grateful for links to step-to-step articles.
Both GPO tools and third-party utilities are covered.

Turning on auditing on a folder and analyzing log entries is quite simple on powershell.
