How to test VPN with wireshark?

There is an IP camera that connects to the server via OpenVPN. There is a bug in the firmware: if the VPN did not rise immediately, then it does not rise again.
The manufacturer has released a firmware in which, according to the manufacturer, this bug is fixed.
As a system administrator, I was given the task of testing and verifying this using wireshark.

You have a problem - under certain conditions, the vpn connection does not start. The manufacturer gives you a new firmware and says that this problem has been fixed. Repeat the conditions under which the problem occurred and see what happens now.

0. Set up a promiscuous port on the switch, plug it into the computer's network adapter, run wireshark, listen on this port.
1. Start the camera, check that the vpn has risen at all.
2. Disconnect the uplink from the switch (depriving the camera of Internet access), reboot the camera, wait 10 minutes, connect the uplink back, wait another 10 minutes, check the VPN status on the camera.
