How to test the graphical interface of a desktop application on a remote server in an inactive session?

I work in the test automation department and at work I set the task of testing the graphical interface of a desktop application.
This is how tests are planned to be launched: Jenkins will be configured to automatically build at a specified time, which will download the source code with autotests from the Gita repository, and the build will be launched on a remote machine through the Jenkins node deployed on this remote machine.
Accordingly, autotests will work in an inactive Windows session, that is, without access to the Windows graphical environment, and since testing requires a desktop application interface, an active desktop is simply necessary.
Attention, question: tell me, please, is there a way to run the Windows graphical shell in an inactive session, without connecting via RDP to a remote machine?
The remote server has Windows Server 2008 R2 installed. The language in which autotests are written is C#. Development environment: Visual Studio 2015.
