How to test the browser?

Hello, hive mind
Please tell me the safer and easier way to test the most basic browser functions (IE 7 and higher), for example, open a local copy of an html page, follow a link in it to a nearby local copy and make sure that the transition to the page was completed. Ideally, I would like to completely get rid of testing through the GUI and do something like launching through the command line and checking the output of the resulting file. If this option does not turn out to be possible and the simplest and most hopeful is automation through the selenium webdriver, then I would like a simple example of how to implement this.
