How not to be distracted while working?

Hello.
I began to pay attention to the fact that I spend a lot of time chatting in all sorts of social networks, watching kittens on YouTube, reading articles on Habré and so on. I decided to find a solution that would block access to social networks and some other resources during working hours, and this very working time is not normalized for me. I am using Win10.
Here's my idea: during the startup of the IDE, a list of resources is added to / hosts / etc, for which access must be blocked. Next, something hanging in the background or running periodically checks for the presence of an IDE process. If the process does not hang, then changes are made to hosts again to allow resources, and if it hangs, then the file is checked for the presence of the very entries that block bad sites (suddenly I break down and correct the file with my hands).
I came up with such a solution, but have not yet reached the implementation, maybe someone will tell you how to implement it? Or, maybe there are ready-made solutions, such or others, but performing the same task?

Personally, it is difficult for me to sit down for a task because I usually "burn out" during work and then it is already difficult to start it. For myself, I found the following way out using the "pomodoro" technique, its essence lies in the following, the task is divided into periods of time with a mandatory rest at the end of the working period, usually 25 minutes for work and 3-5 minutes for rest.
