How to test layout for different browsers and screens?

I work on a laptop with a fairly small screen size with win7, virtual machines will not pull.
How to test layout for different screen sizes and browsers?
How do you do it (for example task IE9+ and other popular browsers, as well as andoid/ios) - view in each browser?

I test for mobile devices using standard browser functions (Firefox & Chrome can do this in devtools)

Well my favorite is quirktools.com/screenfly

I check manually. All modern browsers are installed on the computer. I check iOS through my brother's iPad Mini, Android - I ask my friends to look :) Windows Phone - my own Lumiya 1020. I do not support IE7,8,9. But if necessary, I will install a virtual machine and check it there.

Opera has a handy feature Opera Mobile Classic Emulator
Mobile browsers look through it. The rest is by hand.

I check adaptability through devtools (there, as a rule, there is such an opportunity, regardless of the browser), and if I need to check it on iphone, mac or any device that goes beyond emulation, I use Browserstack . They give 30 minutes of testing on live devices with real browsers and OS (enough for 10-15 checks), then for a fee, but in order not to pay, just register an account for fictitious mail (10minutesmail and similar services).
The choice of devices is very large, up to the versions of the operating system.
