I want to show ads to Instagram bloggers with a large number of followers. For example, 30k+. Not to their subscribers, but to the bloggers themselves.
In Facebook ads manager, I somehow did not find the categories suitable for me.

There is no such possibility. This is not VK. There you choose an audience and it doesn’t matter which accounts this audience reads. In addition, advertising will still appear in the feed, and not on the wall of a particular blogger on Instagram.
PS Hypothetically, only if you find out all the phones or e-mails of this blogger's audience and create a custom audience from them, then yes, you can target it.

On Instagram, you can’t tune in to a pre-selected audience. You can turn off ads only by interests or other types of settings.
