How to take a high quality screenshot?
I take a frame from the monitor with the PrintScreen key, like 1 in 1, but anyway, when you open it, \, for example, the font floats a little, and in general the quality gets worse.
Tell me, what is the problem and what should be used for high-quality screenshots?
OS Windows 7, when cutting with scissors - the same thing.

It's a jpg issue. You need to force the system to save images in png, and this depends on the operating system (or install some utility).
There is a standard application in Windows 7+ called scissors. Use it, save it as a png - and there will be no problems. You don't need to install anything extra.
The problem is not in PrintScreen, but in what you use to process the image. Where do you then insert the image or how do you save it?
I would advise either Joxi or Clip2Net...
if you only make screenshots, then the first one is better, the second one can also write video, and the editor is functionally advanced
Save as png with any suitable software. Jing, scissors, paint, etc. The main thing is that the saving goes directly to png, without intermediate saving to jpg.
There are programs to improve the quality of photos and videos. For example Movavi Video Suite
